Contributions to the European Pillar of Social Rights

eTIC, European social partner and bearer of the aspiration of a number of EU citizens has participated since the beginning in the work proposed in the framework of the European Socle of Social Rights. In the context of Brexit and the post-CoVid19 pandemic, eTIC will contribute to meeting the challenges of the recovery and the dual energy and digital transition by 2030. It will ensure the construction and implementation of a stronger social Europe for the benefit of all Europeans.

The European pillar of social rights is a set of 20 key principles and rights essential to the development of fair and well-functioning labour markets and social protection systems. The Commission encourages all actors involved to make the best use of the instruments available to accelerate the implementation of the social rights floor. "

A l’occasion de son discours sur l’état de l’Union at the European Parliament, President Jean-Claude Juncker announces his initiative to "create a développer un socle européen des droits sociaux qui tienne compte de l’évolution[…] du monde du travail. Et qui puisse servir de boussole pour le retour à la convergence dans la zone euro ».  S’ensuit une période de débats menés avec les autorités de l’UE, les États membres, les partenaires sociaux, la société civile et les citoyens sur le contenu et le rôle du socle européen des droits sociaux ainsi que sur la manière de garantir l’équité et la justice sociale en Europe.

The European Commission launches a broad public consultation and presents a first outline of the SEDS which identifies a number of essential principles, common to the member states of the euro zone.
The eTIC federation, sectoral federations of the CEC and CFE-CGC reflect together and draft a joint response on the 20 points of the EC consultation. 
 
They support the ambition of the EC, make proposals on each of the 20 points and underline the need to involve P&MS more and better in the social dialogue, especially at European level.

Conference in Brussels "European foundation of social rights: moving forward together" eTIC responds to the invitation of the European Commission and participates in the High Level Conference organized in Brussels by President Juncker and Commissioner Thyssen. The European Commission takes another step towards the establishment of a European social rights floor and shares its latest thinking on social policy and legislation.

Le très attendu « Socle Européen des Droits Sociaux » est dévoilé. C’est un signal aux européens leur indiquant que leurs préoccupations de ne plus se sentir protégés par l’Europe a été compris. Porteur du futur de l’Union, ce texte non contraignant a pour objectifs de relancer l’Europe sociale, consolider l’édifice européen et réagir face à la montée des populismes. Constitué de 20 principes clés ceux-ci se répartissent en trois chapitres : égalité des chances sur le marché du travail ; l’amélioration des conditions de travail ; la protection et l’inclusion sociale. La Commission souhaite ainsi lutter contre les inégalités et le dumping social qui alimentent à outrance les discours populistes.

Proclamation of the European Socle of Social Rights adopted by the 27. This non-binding text complements the measures adopted at European, national, regional or local level thanks to EU funds, technical support and guidance provided in the framework of the European Semester process as well as recommendations aimed at strengthening the social dimension of the Union: Affirmed willingness to relaunch the ELS by mobilizing all levels of governance, social partners and other actors, thus achieving the objective of the full implementation of the 20 principles of the ELS.

Crisis of CoVid19. The convictions of eTIC are reinforced: it is together, and only together, that we will be able to overcome the difficulties in a world where, whatever our positions on globalization, the now globalized context binds us all together in the same community of fate.

January - November 2020

En janvier 2020, Communication de la Commission Européenne qui souhaite relancer le SEDS « Une Europe sociale forte pour des transitions justes ».
To contribute to achieving the objectives of the European Social Rights Base and to prepare the ground for the action plan on the Base, the Commission launches from January to November 2020, a wide debate with all countries and regions of the EU and all partners. This public consultation gathered more than 1000 contributions, including the one from eTIC. Link to the doc

The 3 main points of eTIC's position are

1. eTIC supports the implementation of a very ambitious European Social Rights Framework (ESF) that meets the expectations of citizens and workers. eTIC is in favour of the imperative and necessary adaptations of the ESF to the evolutions and progress made since 2017.
2. eTIC wants a more agile Social Europe and supports the idea of an in-depth revitalization of the European Social Dialogue including P&MS in their rightful place.
3. eTIC wishes the implementation of new processes and tools and the rejuvenation of the tools created at the origin of Social Europe and which have become inadequate for the world of 2020.

January 2021

The European Commission proposes three broad EU objectives to to define the ambition to achieve by 2030 in the fields of employment, skills and social protection, in line with the United Nations Sustainable Development Goals (SDGs) and in conjunction with the European Social Rights Framework.

4 March 2021

Wishing to ensure an effective and efficient implementation of the European Social Rights Framework, the European Commission presents an action plan to reinvigorate this non-binding text and provide useful guidance for its implementation, including in the areas of employment, skills, health and social protection.

Sommet social de Porto. Ce rendez-vous de Porto marque une échéance importante de la construction de l’Europe sociale de demain. Lors de ce sommet social organisé par la présidence portugaise du Conseil, les états membre de l’UE ont profité de l’occasion qui leur était donnée pour faire avancer le projet de « Socle Européen des droits sociaux » en déclarant leur détermination à continuer d’approfondir la mise en œuvre du socle européen des droits sociaux au niveau de l’UE et au niveau national, dans le plein respect des compétences respectives et des principes de subsidiarité et de proportionnalité et ainsi traduit dans le programme stratégique de l’UE pour la période 2019-2024.

It is up to all of us to mobilize in order to implement the European Socle of Social Rights. The next step will be to take stock in 2022, during the French Presidency of the EU whose mandate will be placed under the sign of the motto: "recovery, power, belonging".
